Lowest paid guys in the force covering for the guys that have a directive to not respond even though there has been a homicide, and a shots fired call. Doesn't make sense. Then you factor in the HPD chief just stepped down, since they didn't respond to 264,000 cases, I know they like to focus on the sex assault cases, but the real number shows the real story, and they still have enough manpower to break down the door of peoples home and kill them, or run speed traps on alt 90?
