Speed has nothing to do with it, and it’s also posted that the left lane is for passing.

I think the terminology used causes part of the problem. Too many call it the fast lane, while it should be called the passing only lane.

Some signs state that, it is 50/50 on if the drivers adhere to it, at best.

By law it is only a passing lane if it has signs designating it as such. You will see the signs at places where the road splits from one lane to two. By law there is no fast lane. Now, common courtesy is a whole different thing.
